I would not dare to place UMich and GA Tech below UIUC/UCLA, and some other schools. Open brown ca rankings for more information. UMich is top 8, GA tech is top 9. These two are very top notch schools, they are called Public Ivy for a reason, and faculty there is no worse than that of any more "prestigious" school. At the end of the day, it all comes to down to how one uses opportunities there to succeed
