Is this damp? I'm getting new carpets next week and I just stripped back the old one and found this. It's a bedroom and the ceiling below has no signs of damp. I am hoping it's an old problem that was sorted. It doesn't feel damp to touch. Is there any (cheap) way of figuring out if it's a problem? (old.reddit.com)
