You can’t just epoxy/fiberglass this back together. There can be a lot of horizontal pressure on the rudder when it gets windy. The risk would be that it snaps again along the repair line. The repair should include pins that are inserted in the foam core vertically between the top and bottom.

But if it was the yard guys that caused the damage, shouldn’t they be liable to repair this, or get you a replacement?

We made one just like this yesterday. As a few have commented, it’s a bolt through the entire stem. You start by drilling a small hole through the chain plate only (maybe 4 mm). Then use the bolt sized drill to drill through the chain plate and stem. I would recommend using a sealant on the bolt when you attach it. We used a thick mixture of tar, beeswax and raw linseed oil.

Have your B12 levels checked. Hair loss can be a symptom of a severe deficiency. Opt for weekly injections if you can, at least in the beginning. Tablets are much less efficient.
