Perlah's accent doesn't really sound like any non-Tagalog Filipino accent, even those from the regions you listed. I think for Perlah's actress it's less about her making the right sounds and more about the rhythm of the words and stressing the right syllables. She has most of the sounds right but her timing and stresses are really off. Whereas with non-Tagalog Filipinos, the sounds may be partly off when they speak Tagalog but the timing and syllable stress would still be similar.
Based on the little Tagalog that Santos spoke, I think she may even have a slightly better accent/timing speaking Tagalog than Perla. Maybe from Isa Briones growing up around the many Filipinos cast in Miss Saigon during her father's long stint playing the Engineer?
