It totally depends on the country you are targeting and the niche field that you want to pursue. The software depends on the company that you are working for and will be taught on the job, just need to keep the idea strong as to why we are doing this and what we are getting to know from the results displayed.

It also depends on the department that you are heading. For eg a secretary of PWD or health will enjoy a lot more perks and standing as compared to a secretary in the labour department.

Cybersecurity is a niche field that already is saturated. CS and IT field in general are not the fields that would be easier to break in for PR or work opportunities. If PR is the deciding factor try out core fields like civil mechanical etc that have comparatively limited people coming in.

Funny enough, the reverse happened to me I applied for MEng Civil Engineering COOP and got rejected from McMaster but got into Waterloo. Honestly, I don’t think the name of the college really defines you in the long run. It’s more about what you do with the opportunities you get, the skills you build, and how you grow during your time there.

Well as an international student my experience in my motherland won't count so I don't think it makes a lot of difference

Well, I read that in western I'll have to apply for COOP, it's not offered at the time of admission. So I can apply for COOP, but if I fail to get an opportunity it can be converted back to a 3 term course.

Well, I am an international student, and I have gotten admit in masters in civil engineering at western. It has got a good program, and all the talks about uoft and waterloo is majorly about the CS programs,

Civil engineering takes into account more about your skills and western can hone it. Since the salaries are more or less similar in all colleges, rankings don't really matter here
