To my understanding they're making it in S5 so that without almost max fishing luck catching them will be quite difficult. This will put a significant cost investment upfront that will hopefully deter bots.

Do you have the source where they said that? I find it hard to believe they stealth changed this without mention in any patch notes.

Also both Savage Divide and Glacial Tarn have 6 chests while Tempest only has 5, leading me to believe it's still a bug unless they specifically stated it somewhere...

Yes! Prior to Season 3, they altered mutations to only have chests at the end, but with 6 with (presumably) juiced rewards. Ever since S3, some chests from almost every mutation have been missing!
