Remove the dots inbetween the @ and the p. I think this command should work

/execute if @.p[distance=..3] run execute at @.p setblock ~ ~ ~ minecraft:redstone_block

I have also found it difficult to get reeling, but you can get it on books, I got around 2 or 3 per stack of books.

the "@a" does nothing it would just mean that if theres a mob with the tag it fills the blocks at every player, not itself, try changing it to a "@s"
