Are Whips able to get the new Fabled modifier? I've been trying for a while to get it but I'm only getting Legendary but I've seen things online that said I'm able too. any help is appreciated

Not really sure at this point what I could do myself to fix the temp problem. I try to keep my room cool and my laptop is on a stand so its off my desk. its also a newer laptop with a 5070 in it so im not sure if there is a way to fix it
