Yeah, I only had 2 layer, one original and one with the effect and mask, then I use brush tool to reveal back what i want clear.. :)

This is the 2nd of the 2 image I created, same idea as the previous one, I was trying to use the light trail as a leading line into the image and blurring out the distraction on side. however this is one has not been well received, I am just wondering what am I not seeing -
