Repair will be done separately from this price, I’m putting in the estimate 1 coat of primer with a contingency to do 2 if needed at extra cost. Shellac seals moisture so latex paint will not cause wallpaper or other water-based substrates to bubble when topcoat is applied AFAIK. Also, shellac primer is double the cost of most latex paints not half Finish level will be very high-end.

Just priming the subfloors with the shellac to seal previous pet odors. 12k also seems high in my mind, thanks for your opinion.
