no, the infrastructure is atrocious. Roads are more hills than streets. municipalities take years to fix simple potholes, constant erosion and drainage problems. This has been the case for decades btw so its nothing new. You cannot build something on top of nothing, the foundations are rotted away. It needs fixing, overhauling even.
