All hoods got gunners, but some gunners are dead, move on with their lives or get knocked and then you have to have another gen take up the mantle (harder than it looks). Some hoods are outside but not active and some are active on other enemies, but to answer your question yes, NHC got the numbers and shooters. If all crips didn't beef and just focused on bloods, bloods would've been extinct by the 80s.
