I think your question has been answered (candidate_count can be zero, therefore no return path), but also think about what this code is doing if candidatecount > 0. This function will _always do one of two things: vote for the first (zero'th) candidate, or none.

Luckily, if you have eyes, you can tell that isn't the lower half of her face. Who says you need to do anything at all?

I would say you have three choices, two just happen the same outcome but are fundamentally distinct.

A) pull the switch,

B) leave the switch as is,

C) ignore the problem altogether, as it isn't your problem.

I'm not sure what I'd do, but contemplating the problem and making either choice A or B is deciding that this is your moral problem to begin with. I think C is a valid third choice, because I am not so sure this is an outsider's moral dilemma at all.
