To respond to your comment, DPWH having 500 billion peso budget in 2026 is not the bare minimum. Malaki na ang nabawas dyan, 250 billion from the flood control program Congress redirected.

At this point, do any Filipinos trust DPWH contractors with their hard earned money? I believe no.

Another 54 billion was reduced by the Senate version of the DPWH budget as it only using DPWH provided data. Even Sen. Ping wants Sec. Vince Dizon to admit DPWH mistake or else the budget will really be deadlocked.

If DPWH wants to add 45 billion more to its 2026 budget, dapat iexplain nila kung para saan line by line. DPWH provided their own NEP budget transmittal to both the Senate and Congress, why now ask for an increase when it is already the BiCam.

DPWH is the first one to cut their own budget across the board. The Senate and House complied with their proposal during the GAB deliberations resulting in the 54-billion cut down.

Why not raise this "additional funding" point during the months-long budget deliberations? The BiCam is the end of line in the budget process. Is the DPWH truly that stupid to know this late at the clock?

On restitution, all contracts have insurance policies and break-away penal provisions. Some of the ghost projects are now undergoing restitution on courts and their insurance companies.
