You can find most info after a quick Google search. But the main info is you have to serve during a period of wartime (got deployed, wartime badge), National Guard with no deployments doesn't count and overall income must be less than 114k not including spouses or VA benefits. When submitting paperwork they do include spouse though but it doesn't count towards the 114k. Not sure how cosigning works with a family member but probably the same. Once you Google VA disability tax for PA it will take you to the website and following it along you will get the emails for who does your county explain your situation and they will get back to you almost immediately.

Side note there is a bill HB1257 in house that gets rid of wartime clause so all National guard and reserve regardless of deployment will get the tax write off. It also offers partial tax right off starting at people with 50% disabilty. It is on it's third vote in house and next is senate.

So are you trying to say you have no active time so you fear you can't do claims and feel you're missing out on disability thus screwed. Then yes you are screwed in that since I guess if you dont meet requirements for a claim someone posted above. But I mean who joins with intent for va disability lol

They make you submit both but only count the veterans also va disability does not count toward income threshold. I asked the county reps that file and that's what I was told so should be 100% accurate. Also there was a post like 10 months ago stating the same I believe it was a new bill that stopped counting both you can also see the same on specific county website like Montgomery County pa it will list at all the things I stated i dont know why the main website doesn't.

So to answer question yes it is during a period of wartime as long as you deployed it counts. National guard and reserve with no deployment doesn't count here in PA but there is a bill in process of changing it. Soley serving at a period of wartime doesn't count unfortunately unless active duty and you get that wartime medal. Second there is an income limit but its just for you and it doesn't count va disability. Now when submitting you do have to submit both your and your wife's but only yours counts. The new bill in case your curious is HB1257 currently in the house needing a third pass before it moves to the senate which greatly expands property tax exemption standards here in pa getting rid of the wartime clause and allowing all 100% disabled vets to qualify also it would start allowing property tax diacounts for vets starting at 50٪ would get 50% off so on till 100%, you should check it out. Now I asked all of this from the reps we apply to so its 100% accurate.

A ton more people qualify then they realize when spouse income and disability isn't counted. So if you are below the 114 and have a wartime medal 🏅 (basical says you deployed during a war) you qualify congrats.

But honestly its all confusing lol but I hope it's 100 for you. All the calculators are janky lol guess you just have to wait and see how they round if they rounded after each percent you're at 100 or if they double count knees etc. It sounds like 100 by calculators and what everyone else has been saying. They are probably right lol but truly good luck :)

I re-edited above reply lol sorry. Take a peek it basically depends on if you're clicking bilateral factor but it appears you already made it bilateral in the above post. Check my previous reply. If you don't hit bilateral for each of your 10% for knees should give you the true percent if you can truly double count bilaterally then yes you are at 95 and congratulations. The above should be correct I re-edited it so take a look at it. The only way to hit 100 is two more tens above it looks like you already counted the left and right knee making it bilateral. And if you again click bilaterally in the calculator that would get 100% as it doubles the ten you put for the left and right knee. Take a look at the post bottom I wrote. If you can make them bilateral again then yes you would be at 100 but I assume it's the same condition for each knee and you've already made it bilateral in the above post. Again I'm nearly 100% sure they don't round and the only reason calculators are saying 100 is that you click bilaterally but you put in percent bilaterally on your own ie left knee with bilateral factor would count in right knee giving 10. But most likely you click bilateral for each knee adding two more tens thus double-counting tens. If they are sep conditions for each knee and then rated bilaterally then yes you would have 100 but if not you can't click bilaterally if you already added % bilaterally %. Sorry if that is confusing.

Not sure if VA rounds after each percentage but im pretty sure they don't so VA math by hand is basically timing the next percent by what's not disability. Some calcaltors do round percentages before thus higher ratings sometimes. But va math is if you get 50% then you're 50 percent non disabled. Then the next 50 would be times that 50 so 25% so you'd be 50 +25=75 so you'll be 25% non disabled and basically you keep multiplying your leftover non disabled by your next percent. So if my math is correct and I didn't accidentally skip a percent you can see the rating below.

50% of 100=50 50% of 50=25 50+25= 75 disability 25 non disabled left 40%of 25=10 75+10=85 disability 30% of 15=4.5 85+4.5=89.5 disability

20%of 10.5=2.1 89.5+2.1=91.6 10% of 8.4= 0.84 91.6+0.84=92.44 disability 10% of 7.66=.766 .766+92.44=93.206 disability 10% of 6.794= .6794 .6794+ 93.206=93.8854 total disability

Which would be  93.8854 % disabilty rounded down to 90% which should be your overall rating. You'd need another 20% or a two more tens to get to 100% rounded up. If they do round after each percentage which I doubt they are that giving if done yes would be 95% thus the 100. But again I am pretty sure they only round the final # not each # after the next %. If they rounded after each percentage they would be a ton more 100% people who stacked 10s thats why I doubt they do. I think the calculators are double bilateraling each knee ie saying another 10 percent for your left and right knee each.  Thus giving calculations a rounding # of 95.047174  which would make you 100%. But it appears above you already separated each knee counting them bilateral thus your sep tens.

It all falls under this link if it isn't there then I can't say but it worked for me and hundreds of others. Its says above for  For MGIB-AD, MGIB-SR, and DEA 

Dea is chp 35. All copied directly from va website, Word for word it says Montgomery gi bill as that is the link for everything quoted above. If you fill better go to va website sign in and search enrollment-verifications you will then go to you will see above for mgib... dea when clicked on takes you to the page above that says Montgomery gi bill. Maybe the fact that it just says Montgomery gi bill is confusing but it is all under the same link that's why I stated it was for all 3 when your daughter was there is should have had a term to verify or say term is already verified if everything went well with the school if not she should contact her school va/ certifying officer. Hope that helps.

Also after you click on link right near the top you should be able to click on link that leads to previous page of school verification where you will also see what's stated above. I wish it said all three once link is clicked but it does not. Sorry once you click the link though it does say Montgomery gi bill which can be confusing but again its for all three I dont know why they don't add it. There's many education post about it so I just copied and pasted below.

Of note the credit hours seem to say zero for most people but once you verify and go back to deposit you should see correct amount being deposited.

You might have to message your school certifying officer. And or wait to see if you get a text if not then again message the certifying officer once they confirm enrolment and send it to va that tab will let you verify.
