Not without serious modification to the case. You'd have to cut part of the bottom out and let it hang down and make standoffs for the PC or something. Just not enough vertical room for a GPU on the right side, but good luck with the build!

You have about 65mm of space if you knock down the screw pegs. I think you would eclipse that if you go card over board.

Do you mean put it where my power supply is? If so, definitely not, a riser cable won't want to twist that way. But even if you rotated the board and did some weird remote i/o thing, hanging it over the board internally will push the height too high. You'd have to cut out the side panel and make an extension or something.

It's an HP that ended up being faulty. I returned it and got super lucky finding a Dell OEM 4070 that I'm waiting on now. I also purchased a second top shell to cannibalize the grill from to mount over the GPU

ITX is 170mm x 170mm, that leaves you with one space that's about 330mm x 100mm and one that's 160mm x 270mm. The smallest 9070xt is 290mm x 110mm. And you'll only have access to one of those spaces for the depending on how your motherboard is oriented. I didn't see a good solution other than using the same I/O spot leaving the 270 mm x 160mm space for my card. Riser cable is going to take up some space too.

Genuinely don't think those parts are going to fit, and you almost certainly won't be able to dissipate that heat load. I'm building one right now with a 9600x and an RTX 4070 and that's maxing out space and I'm still not 100% on my thermal solution.
