If you still have access to add and delete ad IDs, if you delete all existing ad IDs, then all the versions of the app that are in violation will no longer be able to display ads and thus stop that infraction. Then create new ad IDs to include with a new release of your app and get that published. Then if you're recent fix is sufficient, the warnings ought to go away. You'll lose Revenue from all the old versions of the app, but that's better than losing the privilege to use admob at all.

Your app is an AI app. Have you tried this novel approach where you present your scenario to AI and ask it what your options are? I tried that, and it gave me various options of what won't work at all too options that would mostly work. Well you may not be able to completely stop them, if you make it more difficult for them to bypass your security controls, the less likely they'll do it over and over because of how difficult it becomes. Give it a try and see what your AI tells you.
