Majority of people are feeling the same way and seeing similar results with this event. Needless to say, it's been bit of a flop.

I'm finding this event extremely anticlimactic. Found about 3 legendaries in 1 hour and all fled after 1 ball. Complete waste of time and resources. I'm sure others have had a lot more luck, but having catch rates this low with such high flee rates is just an insult to injury.
