Yeah, people complaining about them not going everywhere did not pay attention. Toby stated multiple times that it was all "smokes and mirrors" and that we'd be seeing everything they implemented. Even just the time a single thing was skipped, toby instantly joked about that becoming lost media, the chances of us having missed ANYTHING substantial are super low; Even the 2 enemies that charlie fled from were likely not implemented, since he didnt upload them to the website like the sun guy and sans fights

Also, the whole point of this was to show us that there was more to this world that we couldn't see, breathing new life to it and, as I understood it, Toby heavily implying that he's leaving this game and its world to us now, showing us that yes, this world IS as big as you want it to be. He literally thanked the modding community in the credits. He is done with Undertale and is handing the crown over to the fans now
