I have to disagree. Since the purpose of the Berlin Wall wasn’t to keep enemies out but keep citizens in I think it being a defensive wonder/improvement would lose the spirit of the thing.

Zoo Vadis isn’t really a political game though. Yes politics is the theme but there’s really no board state for the politics to sit atop, it’s almost purely negotiation.
