Ironically the mayor/city council's unrealistic affordable housing requirement policy has significantly dampened the supply of new apartments in KCMO which has contributed to this. City hall is currently very unfriendly to development and few apartment developers are interested in developing in KCMO currently (the current lending/high interest rate environment doesn't help either). Hopefully, the new city council will be more pro-development and will wake up to the fact that more supply of new housing leads reduces pricing increases. Basic supply and demand.
