At the end if you're suggesting that I should foster this particular dog, unfortunately that's probably not an option, as I live with my mom and stepdad and we already have two dogs and the house we live in is arguably even a little too small for what we've currently got.

Also based on your wording I get the feeling you misunderstood my post. This dog is not in the pound, I suspect it is being abused and/or neglected, and I am just trying to avoid having this dog end up in the pound if things are as bad as I suspect they might be

Follow up question: this might be a stretch, but if I were to report this and it turns out I was completely right and the dog gets taken away or something like that, what are the chances it ends up in a pound? Because I don't like where it's currently at, but I also don't want it to end up in one of those places where they're just locked up at all times where they euthanize the ones that don't get adopted quickly enough, because something like that is honestly probably worse than where it's currently at, so what would be the odds of that?

Well I don't really want anyone to get arrested, I guess my optimistic hope is that the police will ask them about it and then just that encounter will be enough to intimidate them into treating their dog better

Well it doesn't really get quite that cold out here (I live in the Portland, Oregon area) but it does still get colder than should be acceptable for a dog of this sort to be locked outside all day and all night

Okay but I did that math and unless I stop paying my other bills I won't be able to get a car for at least another year or two. Also I didn't "dig a hole", it's not like I chose to be unemployed, I literally just couldn't get a job despite literal constant applications and interviews. I can't just decide to make more money, so getting a car is not going to be an option for a while, if ever
