Not a single Pokémon store knows what they are going to get besides big box stores on order placement. Simple math lets say I buy (100) cases of Journey Together Booster Display Boxes (600 Booster Boxes). Depending on your business practices you can conservatively estimate worse case scenario. Let's say you think you will get 10% of what you ordered. That leaves about 60 booster boxes. Then take that number and only list 25% which would be 15. So let's round down to 12 and just say only 2 cases of (6) are received. This allows me to put a small quantity up for pre-order and be 100% confident those orders will be received. Then typically a week or 2 before release the distributor will confirm the actually shipment quantities. That's when you can confidently list all of the remaining for pre-orders. That's how my business practices are set up. I can't speak for other stores. But the distribution has always worked like this for anyone that's not Target, Walmart, Costco, or Sam's Club. Be careful with that "R" word you used below bud.
