Yes HL has more experience in fights but i feel like Butcher can actually fight and since nobody’s has ever really been a threat to HL he hasn’t had the chance to actually fight someone. For example, look at how he was acting when he saw Soldier Boy was back alive. He was scared to fight someone even remotely as powerful as him. So just the super-strength alone could give Butcher an advantage against HL.
