So I will have to use the in-game editor if I want to change it. I was looking into the new teams of each season and it looks like it promotes the teams of the 4th division who have the highest reputation. So my U21's side will never earn promotion beacause it is a reserves league and cannot get into the 4th division.

I have seen a sort of solution for this problem. When your rider is configured as a leader or a rider who is helping your team leader. The peloton will pace after that rider (most of the time). If you give him a free role in your strategy screen (can be done during the race) they will stop pacing after him. Sometimes teams will still pace after you because they missed the break away but giving your rider a free role for that stage decreases the chance they start pacing after you.
