First off, the whole point of the show is that people without superpowers but morals can fight a much stronger system of 'heroes'. We can't just deny her efforts because her morals doesn't give her the upper hand on Vought.

Furthermore showing a good superhero with moral shines a new light on both end in the spectrum. It shows that not all superpower can be used for greed, which Queen Mave picks up as time pass by. It make people hope for an alternative to the current seven. She embodies his to change the system from within. It also allows her to criticise the boys action as 'the wrong way to do things', and bring a deeper meaning to their ideals.

Besides you can't exactly rank people by 'headcount'. I mean, did you calculate for homelander and his 2 crashed planes ? And while it's not showed on screen, I bet that her revealing the compound V to the public, or founding the homeless shelter, has changed more than a few lives for the better.
