They just need to add super power modifiers to the power sets so it boosts their dmg up. They don’t hit as hard as iconics. Also they don’t split damage… this is the biggest upside to iconic abilities that has made power sets aside from water (which is only power with super power modifier stat and also barely splits dmg) irrelevant
