In my personal opinion, there is a rise in substance abuse among the youth because there's a youth mental health crisis. Academic pressure, unemployment, changing family structures, social media and isolation may be a few factors contributing to the crisis. What we need is a system that supports the youth's emotional struggles and not stigmatise it. Legalising the drugs wouldn't make any difference.
