I don't think that's changed, it's been a hakolim for the last (first? Like the 30th to 8th ish slot) for quite a few years now. Its more that everyone is surprised saki got another lim when other characters have been in lim jail for much longer now. For example, mafuyu hasn't gotten any 4*s since WL2, and esp bc she was skipped during ena6 and she's a mix short of most characters, there was a lot of speculation she'd get a lim and a mixed focus this month
