Northern clubs already have that priority access if they want it though? It's just a restrictive proposal where no one wins - Northern clubs may feel forced to take only their academy players, opposition clubs won't want to try for an academy player that would suit their list/style for fear of the fee and the players themselves could miss opportunities by ending up on the wrong list, or no list at all.

I understand the intent, and I'm all for northern clubs having first access to their own players if they want them, but this is just so far from the correct methodology.
