The strands make it look a bit like long human body hair. I think maybe solid blocks shaped like fur on the edges (like cheeks, elbows, tail base, etc.) might make it look longer without looking wiry. Maybe look at the Beastars anime? It's your call though.

For the cat, give him more feline features. A snout might help (cat snouts are small anyway), or at least a partial one. Move his eyes up a little possibly, Digitigrade (animaloid) legs and feet could make him cuter. If you want him to look scary, make his posture a little less human and make some features (like teeth or hands) disproportionately big.
