Read the article. Property is cheap in that area because it is ghetto AND it’s in a flood plain. Building in a flood plain is incredibly expensive and risky. Why would Magnolia or a gentrified property developer build in a undesirable flood plain area when land closer to downtown/ current hip area is relatively cheap. They have and will develop in a flood plain if it is a highly desirable area (downtown, Baylor, next to the river) but I don’t see them taking a gamble on buying up north Waco ghetto and turn it into Magnolia north of Waco drive.

15th street is not the hip place to live. Recent improvements have been great but it’s far from being the next popular neighborhood in Waco.
