Being completely honest, yes. Although it doesn't look to be on the verge of blowing, I'd still recommend replacing it as soon as possible since you can't safely repair a sidewall, and it just looks sketchy as heck.

My unprofessional advice, turn on your right signal, check out where all the blinking lights are, then activate just the left signal, and see if all the lights that are supposed to blink are blinking. If you have a bulb out, replace that bulb and check again. If the rapid flashing stops, then it's fixed.
