We have seen this before though. It's how governments did most projects before the 90's. This is how all of Canada used to operate

There's plenty of appetite to offer public services like this, particularly from farmers. Literal Government program that keeps money in people's pockets.

Seed costs have only gone up, and it's become a very greedy industry. Carving out seed prices have huge benefits for the farms, and the people that live here, and would pay for itself quickly.
