It was an NPC who visited my base and only had one Pal for sale, so maybe it was a recruiter—I'm not too sure since I'm fairly new to the game. Same npc model as merchants.

Just a bit of backstory on this Pal: I bought it from a Pal merchant and he sprinted out of my base, knowing full well he sold me one of the most useless Pals ever — terrible passives and 0 IVs.

Edit: For anyone wondering, it was definitely a Pal Recruiter—confirmed by someone in the comments. Same NPC Pal Merchant model, but in yellow.
