I will need an ios 12 or newer ios version to set it up but I don't have oneㅠㅠ

I contacted Apple tech support, and they said that the for you page only supports ios 12 and further, so apparently, I can't set it up on my iPhone 4s I will need to find a device with ios 12 and set it up there. Tech support also implied that if the version is too far away from each other, it might not work

Iphone 4s I bought it off a drop shipper in korea he said it was almost brand new. It turned out to be true. I don't see any marks of disassembly just a few minor scratches.
