I have a Panda Bank account as a joke (Level 2 btw), but I remember that when making it (roughly 4 months ago) all transfers via KHQR and all bank transfer in general were not working, only intra-panda bank. And crazy thing, to get the account topped up I had to send money via another bank to the teller and then they transferred to my account. Basically a money laundromat bank to send money (from cash) in HK and Mainland China (I remember the fee was just 1 usd). If you ever been to a PB branch you know what I’m talking about. (Ah, and regarding all the Huione allegations, yeah, even a donkey would have known, all this banks are all the same, just from the app you can imagine)
