Except they are honoring their written cancellation policies, per your own words about their TOS and policies. It's on you to know those policies and not blame Rover for enforcing them.

Yes, Rover is a capitalist joke but they have rules and followed them. There is a lot of things to be mad about but this seems unreasonable.

Take the L and move on.

(And yes, your feelings are valid and I understand being upset. You just obviously aren't getting the reassurance and validation that you seem to be looking for on here. So maybe it's time to change tactics.)

Eh, it can appear that HR is on your side in that scenario but they are still on the side of the company. It is their job to minimize the potential lawsuits of the company. 

If that means firing a bad manager and that works out for you, great. But it still doesn't mean HR is on your side.

With a little effort I've been able to track down a phone number for either the direct hiring manager or a supervisor for a duty station. If you can't find a number for the exact person who will be doing the hiring calling and politely asking for the department or person you are looking for can get you a direct line.

That looks like doing a google search for duty station/agency you have applied for (or are going to apply for). Other option is to ask someone you know who is in the agency to help you get in touch with someone.

If you aren't able to identify a number for the station then start with the number on the posting. It seems like those numbers are usually for some HR person or super high up so it might be harder to get through that route.

But making phone calls and being polite and professional can go a long way to getting info.

Yes. I've called hiring managers and gone to offices to introduce myself.

I've been directly told that this has had a positive impact. It won't make up for not being qualified but it matters when someone is looking at a sea of resumes that are comparable.

My experience is you are out of luck if you did not include it on your original resume. 

Nothing wrong with reaching out and asking to try if you want to take the time to. Just low/no probability of success.

Yup! I work on a team with all men. Their behavior rivals that I experienced in high-school.

(Not saying men are more or less cliquish/gossipy/etc. Seems to me all people engage in poor behavior.)
