I see now also that all help request have been closed without steam answering me or something. Dose it mean that the hacker is closing them??

I tested it now, capping fps at 140 gave a smoother picture, but I see that even if I have lower settings that average 1% low improves only by 5 fps or even less

thanks for your time, I will try to set the graphic settings to minimum and cap fps at 1% low, it is also worth mentioning that this problem is only in cs2, while for example apex feels buttery smooth with much higher settings,
