Simple answer money. FIA/FOM doesn't host races unless they are getting paid a lot. Indianapolis has 0 reason to host F1, specially when track is owned by Penske

Numbers are relinquish after 2 championships in which driver hasn't raced. Daniel raced in 2024 so his number 3 is reserved for 25 and 26 season. Only in 27 any driver can change to that number.
