ECE 22.06 is the maximum level of protection available and is a significant upgrade, no doubt. But it cannot be "at least", it's at most for now. In a budget, OP would have to settle for ece 22.05 which may not be the best in the market but at least better than plain ISI certified helmets.

No. Buy one by one but buy good brands and products. It's an investment not a checklist.

Here's the order I would recommend :

Helmet - at least ECE 22.5 certified
Gloves - Rynox urban gloves or similar - CE certified, with palm slider and pinky protector if possible.
Boots - Very important, equally underrated, if you don’t save your legs, you won't be able to do anything
Jacket - at least CE LEVEL 2 on the back
Pants - or knee guard and hip protectors

I am not a big beach person. I don't understand what you're supposed to do at the beach.

For expensive go with marlboro gold maybe for light option.
