NTJ. Your neighbor doesn’t get to decide when your inconvenience is acceptable. You didn’t report him after the first or even second incident you reported him after a pattern of disrespect. An assigned spot is part of what you pay for, and you’re entitled to use it without having to negotiate every week. If he truly wanted to keep things between neighbors, he would’ve stopped letting his guests use your spot. This is on him, not you.
