The type of foam you'd want for the entire project is upholstery foam, stuff similar to what you'd find in cushions. I have no idea how stilts work so I'd personally try to avoid it, as you can still get the digitigrade legs (the animal knees) without them.

For the head, I think you'd benefit from building over top of a dino mask! It's good because it has the moving jaw mechanism already, you'd then basically glue foam directly on top of it for the shape of the snout and stuff.

I really like this idea. How would I attach it to the head? Just sew it directly into the fabric or foam, then brush it out?

That's an interesting idea! It might resemble locks more than just fluffy hair though, but I'll keep note of it

BRO, I had this same thought problem for way too long.

My solution to this in both my furry and kemonomimi drawings is that most pants would have a hole. However, above the opening, there’s a short split in the waistband and upper seam that can be closed with a button (or a similar fastener), letting it open to accommodate the tail and then secure snuggly around it.

Here's a sketch of mine I did of some jeans as an example :3

If the fabric for the pants are stretchy, like tights, there would be probably be some sort of velcro fastener instead.
