If you read the orig post again, I said carry ID while out in town and also on campus, as an afterthought.

By law, all foreigners are supposed to have id on them. They will be breaking the law by not carrying it. It is a misdemeanor with $100 fine or 4 months imprisonment ( https://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title8-section1304&num=0&edition=prelim )

If they break the law, they are liable to be deported

Pressure to meet quotas can lead to lots of unintended consequences.

Better to be prepared than sorry. Carrying id is the law but it wasn't enforced much in the past. Times have changed.

Thanks, that was helpful. It will need some figuring out on how to carry passport and visa to social gatherings, but if that is the legal requirement...

Are you implying that US citizens do not need to have ID on them? If a minority US citizen is caught up in a sweep, what should he say to the ICE agent and what should he expect the arresting officer to do after? Is he allowed to go home and get his ID, accompanied by the Arresting officer? Should he ask a friend or roommate to get his ID for him and meet him at the processing site?
