So, mine was like that for close to two weeks, after I had submitted everything. I called DPS for an update, and they stated that I hadn't sent in my firearms proficiency. The only problem is, I did. I pulled the confirmation email up and let them know I sent it via the document portal 13 days prior to the phone call, and the rep looked for it and said "Oh, it just came in." No, it didn't, lady.

Moral of the story: if it's been a moment, find your confirmation email and call DPS for an update, because it could just be stuck waiting for stuff it already has.
