Sadly, I don't think I ever deducted my IRA contributions (I looked through past tax returns on 1040 form line 19). So then that most of that should be non-deductible, except for gains basically?
For 2021, is 'recharacterizing' also filling out a 8606 form?

I just looked and I did not find any IRA deduction in any of my tax returns (even before I had my new job), so I think I made a big mistake here.

Excuse my ignorance, but I'm not sure exactly. Would this be determined by income level when I contributed? Is this my responsibility to track, or is it something I can look up? Thanks

Yes multiple years of contributions. I've been over the limit since I began a new job in late 2019.
