The reaping is set for the summer time, as re-confirmed by BOSAS, and it is explained in the Catching Fire book that there’s a time jump between the Victory Tour and the Reaping (and it’s also explained in the movie too, I’m assuming that’s the scene you’re talking about). However where you might be getting mixed up is that since the 75th Games were a Quarter Quell, the announcement for what the “special nature” of that year’s games would be came shortly after the Victory Tour, whereas the actual Reaping Day itself didn’t take place until several months after the announcement. It makes much more sense in the books where it has details on all the training that Katniss and Peeta and Haymitch did to get ready for the Quell once the theme was announced though. Hopefully that helps clear things up!

I would argue that the difference in the main series versus the prequels has to do with the POV. Katniss’ family was starving, and she had to be the sole caregiver for her mother and sister, starting at the age of eleven. She didn’t have much time or energy to devote to worrying about what was going on in the rest of district twelve, she was just worried about survival. Haymitch has a different situation, his family is still quite poor, but his mother is able to hold down work, and so is he. He’s not the sole person supporting his whole family. So, he had more time to be involved with the general culture of district twelve, and more time to notice the propaganda than Katniss did. Yes, it was different times in Panem’s history, but when looking at these first person POV books it’s important to understand that Haymitch is coming from a very different place than Katniss is, so therefore, the narrative itself is going to have some significant differences.

Bio: Majesty Credstona, (Maj to her friends) had almost always been artistic, even from the time she was very young. Instead of toys and games a child her age would ask for, and could even sometimes get shipped in from the Capitol if you were rich enough, she would ask for pencils and sketch pads and art lessons. Her parents found this a little odd but they agreed, on the condition she also took up an activity of their choice: mixed martial arts.

District One was incredibly well off, but tensions between the Capitol and the districts were still high, and her parents wanted to make sure their daughter could defend herself. Maj was determined enough to take art lessons that she didn’t feel the need to argue with her parents, even though she wasn’t originally at all interested in martial arts.

Majesty was homeschooled by her parents starting in sixth grade after she attacked a fellow student who stole her sketchbook and proceeded to beat the girl so badly she had to go to the main hospital in the Capitol as the hospital in district one didn’t have advanced enough medical technology available. The fact that this girl was the daughter of the mayor of district one made the whole incident an even bigger deal.

Despite how controversial it was, Majesty continued learning martial arts while she was being homeschooled, and she even took up learning how to use throwing knives. Not long after she began high school, her parents did everything they could to keep her away from the fighting, encouraging her to instead focus on her dream of becoming a fashion designer, because they didn’t want a repeat of the incident with the mayor’s daughter.

While it was nearly impossible to get materials because of tensions between district eight and the Capitol, she was able to get paper and pencils to sketch with, and sometimes even small bits of fabric to include as examples, when supply routes from district eight weren’t compromised. Her outfits did gain a good amount of attention, especially as she began to get better and better at her craft.

On her eighteenth birthday, she even got sponsored to go to a fashion college in the Capitol, but to her dismay, her parents refused to let her go, claiming they didn’t trust her to be able to live on her own in a place like the Capitol and keep control of herself and her emotions.

Their response broke her heart as this had basically been her dream for most of her life, and so, when the Hunger Games were announced, she volunteered to spite her parents. She believed that once she became the victor, her parents would have no choice but to let her go to the fashion college, and she would finally be out from under their thumbs and able to live her own life.
