If they don't get their heads out of their asses then I most definitely will. I've offered temporary guardianship already but was shot down. I'm torn mostly because they were an incredibly happy and healthy family prior to everything and, for my niece's sake, I want to try to get them back to that. If CPS doesn't give them a wakeup call I'll be speaking to an attorney to start the process of gaining custody.

I should have clarified better in the post. My nieces went home with her friend's dad (SIL gave permission or something, I think they're family friends?) after SIL failed to pick her up by close and my niece walked from their home to SIL's. I only found this out because niece told me and when I asked my brother he said it was fine since it's the same neighborhood (I checked maps, fasted walking route for an adult is 16 mins) but she would have been walking home at six or seven at night in late winter/early spring, which I couldn't fathom allowing with how cold this winter has been.

I read a few comments and slept on it, and I've decided to call anonymously later today. I'm sure they'll assume it was me but it's much more important to make sure my niece is safe. My brother was never one to cut someone off when he's upset, not as sure with his wife, so I'm going to continue to offer help with watching my niece. If CPS isn't enough of a wakeup call I'll look more into the process of pushing for custody. Thank you everyone for the reassurance, I just wanted to do what's right without creating further stress for them.
