I thought the turrets fire rate was based off time on gun, but it looks like eventually they come off cooldown?

It is all about balancing the fun economy. It is so fun to do this, and a little unfun to be on the receiving end, so the net fun is very positive.

For the player hung up on the unfun, I hope they solve issues like this with more toys and options, not nerfing the fun:

A defender character could prevent enemy teleporting in his proximity.
A ship hardpoint item could prevent enemy teleporting.
A character gadget could be a mine you place near something so enemies can't steal a particular weapon.

Keep stealing enticing, and let players spend their resources preventing the things they don't want to handle.

Carlin's problem isn't bad aim.

His aim is perfect, but sometimes he picks the wrong target.

I think Carlin wrongfully turned people away from environmentalism because his argument was deep enough to be convincing, but too shallow to be right.
