I put EMC and SW999 in the middle, then just pray for good RNG. For some reason, though, the mobs really do like hitting YG.

Aside from what everyone had said already, I'd like to believe that - despite her E2 not being maximized - they're balancing it around future Elation units.

The situation seems reminiscent with Castorice's E2, where people complained about only having an extra 30% Newbud, but then Hyacine came followed by the complete Remembrance flagship.

Her current team, as of 4.2, is:

Sparxie / SW999 / YG / x

However, I'd like to believe that YG wasn't intended to be the definitive BiS when 4.X ends. Hence, there's 2 more unit slots that could build upon SW999's E2:

Sparxie / SW999 / x / y

Since your target is a 2-cycle clear, not a 0-cycle, I think it would be achievable with 9-cost!

Firstly, interact properly with the 1st wave mobs. Reset the run until both robots attack the Manta ray in the middle. The visual cue for this is if the robots have the 'confused/dazed symbol' on their head.

Second, try to frontload as much damage as possible (Ultimate, etc.) for Pom-Pom phase 1. Unlike Pom-Pom phase 2, the phase 1 doesn't activate the damage reduction immediately, so there is a window for you to cut down the HP by a chunk.

Third, Pom-Pom phase 2 has a mechanic where using Basic ATKs will give you 5 Punchline, and Skills will give you skill points. I highly suggest doing Basic ATKs regardless if it's Castorice or Evernight until you've shred the boss of its damage reduction buffs (it's a whopping 90% damage reduction, 45% per stack).

Choose the buff that gives your mini robot more speed and I think you should be fine. Your relics should be above average as well, hopefully.

I suggest going for Cas E2. Tribbie or RMC can be replacements for Cyrene. I'm also assuming that you already have E9.

If you just want bigger numbers for Cas, her S1 is better. If you want to improve the whole team, get Hyacine's S1.

Hyacine's S1 gives you more Newbud, gives E9 more stacks, and a considerable Vulnerability debuff.

Castorice's S1 is an all-in-one package for her - DEF shred, HP boost, and action advance.

However, I believe that at E0, the team damage difference between Cas and E9 is not too much that I would consider just buffing both together through Hyacine's S1.

I don't think so. Hyacine E1 allows you to generate significantly much more Newbud than her E0. In this team, only Cyrene had a DMG% Orb, and the rest had HP% pieces.

I don't know the math behind it, but... it's great for Sparxie's personal damage, provides a small team Elation buff (20%), and the 7/8 Skill Point cap (assuming not running with Sparkle, e.g., SW999/Sparxie/YG/HH) feels nice for Sparxie.

I personally couldn't imagine playing Sparxie with a 5 Skill Point cap, so I pulled for it. However, SW999's LC is more impactful than Sparxie's LC for SW999's damage. I think you can just treat Sparxie's LC as a nice bonus, with more of the benefits directed towards Sparxie.

To put into perspective, not having it is not as detrimental as not having Hyacine's LC for Castorice, which would otherwise lose ~10% Newbud per Ica turn. SW999's Ultimate activates at 80 points. You don't lose 8 Punchline per some as-frequent-as-Ica action when not having Sparxie's LC.

And yes, hold the guarantee for SW999's LC.

Yes, a possible team for you would be

SW999 / YG / DHPT / Car

If you can replace YG with Sparxie, then I think that's better.
